GSM and 3G network planning services for the Finnish mobile operator Elisa Pöyry's 2G/3G network planning specialists assisted Elisa in network planning and optimisation of Elisa's 2G and 3G network. Duties included also development of planning methods and procedures. Optimisation services for the Finnish public safety and authority network VIRVE Pöyry's TETRA network planning specialists assisted the State Security Network (VIRVE network operator) in optimisation of RF-coverage and quality of service. Procurement (Phare) of Digital Radio Communication System for the Republic of Lithuania's Ministry of the Interior Pöyry prepared a conceptual design plan for the new digital radio network. Plan included definition of the radio coverage areas, locations of the base stations??? and cost estimation. The Tender Dossier was prepared based on the conceptual design, including necessary technical specifications and commercial terms and conditions for the purchase according to the regulations of EU and the Law on Public Procurement of Lithuania. A migration plan for the exchange from the old to new radio network was formulated. Procurement of GSM-R system and supporting services for the Finnish Rail Administration (RHK) Finnish Rail Administration has since 2001 used Pöyry as a planning consultant, responsible for procurement, requirement specification and availability studies of systems, features and services related to the GSM-R project.
